Refund of counselling fees by ICAR has been started already.the process we have taken to pay the fees earlier in that process the money will be refunded in respective bank account amount is rupees 2,000 and even if you have not got the messenger refund of fees then contact  personally with them  over phone or email so that you will get the refund amount in your bank account very soon.
