Ear marked seats refers to those seats which are are available for a student belonging to the reserved category, but the student has the choice that whether he wants to accept that seat or go for the open seats.

If the candidate goes for the open seats, then his qouta of reserved category seat will get passed on to the next reserved category student for admission.
