Aicte is all India council of technical education that oversees all aspects of technical education in India so you can't directly apply to be the part of council (if that's what you want to know) after 12th. It posts notifications for any kind of job openings on its official website but the minimum qualifications for that is a graduate. Although you can take part in the various exams conducted by AICTE like JEE after 12th.
