Yes it is possible to go to abroad after doing B.Tech  not only in biotechnology but also in any stream. After  completing B.Tech , you can appear in exams for getting admission in foreign colleges . If you want to apply for M.S you need to appear in GRE exam. Also you can apply for research work to get selected there. And yes, they do provide scholarships for international students .If your rank is good , you can easily opt for any scholarship without worrying.
