Hi Gokul,

It is possible to pursue M.tech without appearing GATE but it is better that you appear for GATE if you wish to get into a good college then it is advised to appear GATE.By chance if you cleared it you will be awarded with 12,500 stpiend.

Coming to your query;without GATE appearing candidates are considered only if there will be any vacancy after admitting the students who have GATE scores.
