To make obc ncl certificate you have to go the "JAN SEVA KENDRA" near you home or in your city where online form filling of caste income and domicil certificate is being done. He will ask you whether you are applying for state or central.

Both are different as per their validity. Central is valid throughout India and state is only in home .
