There have been minor changes in the difficulty level of CAT in the last years. It depends on the institute (IIM) which has been assigned the responsibility to set the question paper and various other factors. So nothing can be said exactly about the difficulty level of the exam and it's best to prepare to your best of your ability for it.

Also since percentile is a relative phenomenon if the paper is difficult you will score a high percentile at a relatively lower score and vice versa.
