If the portal is open then try to mkae the payment again Sometimes in online mode of payment the payment gateway may become ober burdened because of which some transactions do not get completed. You may wait for 2 to 3 days and check again. If the payment status is still incomplete check the bank account for refund of the submitted fee amount. You may even contact that bank or make the fee payment once more. Or you may generate offline challan to make  payment in cash at SBI.
