If you have passed class 10 you cannot take direct admission into BA because graduation requires completion of class 12 first. After finishing class 12 you can apply for Ba in any recognised university. The fees depend on the university and course but in general be a programme in government colleges cost around five to 10,000 rs per year while private universities may charge much higher. You can fill the admission firm online through the official university portal and many universities including IGNOU allow students to study from home through distance learning mode. This means you can complete BA while studying at home by attending online classes or using study materials provided by the university.
