No, since you have not passed your 12th exams you cannot pursue your higher studies in German since the eligibility criteria for any course asks for a minimum of passing marks. On the other hand, even studying in Germany would be out of question unfortunately since you have to present your marksheets during the time of admission and failing to do so will mean cancellation of admission under any circumstance.
