Yes, you can withdraw the JEE MAIN Apri session 2021 application form by logging in the login portal. The amount that you have paid will be refunded to the same bank account.
A candidate can appear for JEE Advanced for two consecutive years from the year of passing in the qualifying examination that means if a candidate has passed 10+2 in the year 2021 he/she can appear for JEE Advanced 2021 and 2022 whether or she appeared for JEE Advanced 2021. The number of attempts will be counted from the year of passing in the qualifying examination. So you won't be eligible to appear for JEE Advanced 2023. You can only appear for JEE Advanced 2021 and 2022 if you qualify in JEE Main 2021 and 2022 respectively.
