If it's 60% then you can have some good career options on your preferred locations.  If it's below the mentioned percentage,  you need to work hard to get any seat/job.
And when compared to Europe,  Germany is providing very good opportunities because it contains all manufacturing units of every car company. If you cab manage with the pass percentage and work good technical skills can make you get selected.
But you need to clear their examinations.
