Yes Sheezan, you will be eligible for counselling and for your rank.It's not such a bad rank. You can get a college, not the top ones. But the fee will not be the same as when you get through Kcet, it'll be higher.

Inspite of being a nri student you will get a seat in mid tier colleges through comedk conunselling since you have scored a rank within 20k. You must have the proper documents avaliable and should be attested. You will be sent a message on your registered number about the counselling or you can check their official website for more details.
