As you have stated you are an SC candidate. So yes you can apply for SC reservation To get into some good colleges. And when it comes to Fee Wavier. In UP there is 5% seats reserved to FWs. Who pay less fees. But as much as I know SC category students have fees relaxation. So better go with SC reservation for more benefits.
