Yes that is possible in some good colleges but not in all private colleges so better ask in the college enquiry section pre hand

Dear Vaibhav,

In order to change your college in 2nd year it totally depends on your college and in which you want to take admission. 

You can write a application to your college  to change the college if they approved you can forward that application to the college in which you want to take admission.

If seats are vacant there are chances that you can get the college.

 

It totally depends on the college whether they will refund your fees or they will deduct some amount as no college will bear the loss of one seat.

Yes you can take admission in 2nd year in different college. You can do this by giving the entrance test again( jee mains and then advance). If you get the college you want, you can inform precious college about it or not. Either way works.
