Dear Mohit, it is never too late if you want to become a pilot. If you are still pursuing Civil Engineering, you must be still under 20. Countries like USA, Russia, Australia and New Zealand are popular countries to learn to become an air pilot. You should select an Institution from which you want to pursue pilot training. These Institutions will require you to undergo a Medical test to consider you fit for flying. In countries above mentioned, mist students complete their trainingbin a year. Then you are expected to have 200 training hours minimum and once you have cometed these hours, you are certified pilot. Once you come back to India, you need to clear DGCA exam and then you are ready to fly.
