If you have the domicile of Haryana and have completed your 11th and 12th from Delhi, then you are eligible for state quota for both Delhi and Haryana. However, you cannot use both of them at the same time. Either you could apply under Haryana domicile or Delhi domicile one at a time. I suggest if you are applying for any national level exam you should use your Delhi domicile as it will be more beneficial to you than the Haryana domicile.
