The birth certificate in JoSAA counselling is required for proof of birth date but you can give your 10th class memo as proof of birth date. You will need the following documents for the counselling

• Three Passport Size Photographs identical to the one Uploaded in JEE Main 2020 Registration

• Provisional Seat Allotment Letter

• Candidate Undertaking

• Proof of Fee Payment by e-challan or Internet Banking of SBI for Seat Acceptance

• JEE Main 2020 Score Card

• JEE main admit card 2020

• 10th Standard Mark Sheet or Date of Birth Proof

• 12th Standard Mark Sheet and Pass Certificate

• Photo Identity Card

• Medical Certificate

• Category Certificate if applicable

• PwD Certificate if applicable

• OCI Certificate or PIO Card if applicable

• Print out of Filled Choices for Seat Allotment

See for the confirmation of date of birth during counselling you need to produce your Class 10th marksheet. So if you are not having date of birth certificate then it doesn't make you ineligible for JoSAA counselling. But you need to produce other documents as required.
