Since TNEA has eligibility criteria as follows-

Candidates from outside Tamil Nadu are also eligible to apply for TNEA provided they have studied VIII, IX, X, XI and XII in Tamil Nadu. 

But in your case, this is not the situation as you have passed your intermediate from AP and also belong to Andhra Pradesh. So, even 85% cannot get you application for TNEA.
