Yes you are but you would be treated as a candidate from outside state

Yes you are eligible for any state counseling.the "outside state" quota is for the students outside from that particular state.however the percentage of the students intake is very low.. generally 15%.however you can surely fill the counseling form for colleges of uttarakhand.
