It's good that your asking questions at the right time. So the thing right now you have pretty much time to find correct college of your choice. I would recommend you to keep your options open and don't get settled with any college now.
Yes you can find a government college in West Bengal.You just have to keep searching. There are also some colleges when you search in private colleges.
I just. Saying that keep searching now, because you have much amount of time, since no college has started any counseling yet. Some good colleges are in private are KIIT,VIT,SRM ,MANIPAL etc

Kindly mention your preferred college in which you to go. According to the information you provided, Ya I think you should opt for CSE Branch as it is the most preferred branch and has great scope in the coming years definitely.

As you have not mentioned the name of the college it is difficult for me to answer to your question.Cse is the most preferred branch now a days and according to as per your rank and category there is a minimum chance of getting admission in government college but ya you can go for private colleges.
