Hi !!
If you have domicile of tamil nadu, or you did your class 11 and 12 from tamil nadu ,only then you can apply for tamil nadu state counselling ( government colleges)  ,otherwise not.
But you can apply for tamil nadu's private colleges or universities through All India Counselling.
