Hello,
In the Assam CEE counseling, if a student is unable to be produce his/her OBC NCL category certificate at the time of counseling then he /she will be considered as a general category student.
If the student was allocated seat in the OBC category, then the seat will be cancelled and they will be considered for the counselling in subsequent rounds as a general category student if he satisfies all other criterias.

For more details about Assam CEE eligibility criteria please visit this link https://www.google.com/amp/s/engineering.careers360.com/articles/assam-cee-eligibility-criteria/amp
Hope it helps

Hey thanks. So would it be a better move to take admission with the unreserved category students if I get a rank in the unreserved merit list?
