YES, you can apply a self declaration form to NEET registration if you do not have any OBC certificate. Your self declaration form will act as a proof that you are an OBC-NCL category student and you will give a newly issued caste certificate, after its been issued, at the time of counselling documents verifications.

it normally takes 14-15 days to issue a new caste certificate. So, you can submit your Self declaration form for that.
