Yes of course you will be applicable for NEET if you are hearing handicapped with 65% disability. Note you will not have advantage of PwD category because as per new guidelines of MCI hearing disability beyond 40% is not eligible for PwD reservation.

However there is Horizontal reservation means if you belongs to OBC or SC/ST than you can have advantage of OBC-PwD or SC-PwD and likewise but you does not qualify for Pwd category. Therefore you have to apply under your category and should clear the respective cut-off decided for NEET.
