Yes you can give JEE exam if this is your 2nd or 3rd attempt. If you have already attempted 3 times than you can't give this year. For more details you can check the NTA webpage and get the complete information.

So prepare as per your goal as you will be wasting your 1st year in preparation of JEE mains. and the subjects in 1st year are also important.
