Yes , you can definitely apply for jee mains april session even if you failed to qualify jee mains January session.

Now that you that you are done with your jee mains January session, I will suggest you to first analyse your mistakes ,and then start your preparation for April session, you need to work hard , make a routine and try to give at least 8-10 hours to study, you need to focus on three things i.e reading theory, practicising lots of questions and proper revision at regular intervals, to get good marks in jee mains .
You should practice more the topics in which you are weak , you should go through at least 5 mock test papers before your jee mains april session, it will make you exam ready
