Deepak, there is actually no fees waiver for OBC NCL candidate and I understand that your father's income is low to pay for the engineering degree.  What you can do is apply for education loan from any bank and pay for the loan after you get a job. Also many colleges provide scholarships for meritorious students with good grades so you can take advantage of that too to reduce the fees amount. I hope it helped.
