Considering you are from the PWD category and have scored 40 percentile in MHT CET PCB, getting admission in a government B.Pharm college in Pune will be quite difficult because the cut-off scores are generally higher, even for reserved categories.

However, you should still participate in the counselling process — sometimes seats may be available in later rounds or in less popular government colleges. Also, keep options for private colleges or government colleges in other cities as a backup

With 40 percentile in MHTCET and being a Pwd student, your chances of getting a  Government college in Pune is low due to the cut off being around 55 - 65 percentile for your category. The minimum the cut off has gone to for your category has been around 50 percentile.

While the chances of getting a government college in Pune is low, you can still aim for private colleges.
