There is no upper age limit for applying for AP EAMCET 2020.

For admission in B.Tech Dairy Technology, B.Tech Agricultural Engineering, B.Tech Food Science & Technology, the upper age limit for an SC/ST category candidate is 25 years. If your birth date is 13-02-1996, then you are of 24 years now and you are eligible for AP EAMCET 2020.
