I think that you can avail 85% quota in both States because in both eligibility condition for 85% is different. For Delhi 85%, you just need to pass 10th and 12th no matters from which state you have your domicile. For UP You need to have any one condition fulfilled-you have passed 10th and 12th from UP or you have domicile of up.
