Yes, you can prepare and appear for IELTS and TOEFL. Because they are just Language Profieviency exams and are not your regular entrance examinations, they do not have any eligibility criteria as such. Both these are tests conducted for non native English speakers to either study or work in English speaking countries. The University you can get admission is mostly dependant upon the score in IELTS/TOEFL.
