You can apply for NTSE 2020 now that you're in standard 10. All states will release the NTSE Application Form in the last week July/first week of August. Link on the link above to stay updated.

A student studying in class 10 in a recognized school of India is eligible for NTSE as you are in 9th standard so you cannot sit in this exam.
