generally rrb group d exams qualification are related to 10th pass or 12th pass level. so if you have the required degree you may certainly apply. but with educational qualification you must meet the criteria for age limit, nationality, domicile criteria if any etc.

so before applying for any recruitment go through  the notifications and information brochure sincerely.
