Hello Sayanti,  you are eligible for thes course after Completing your 12 th successfully. Because basic eligibility for this course you mentioned in your question is higher Secondary Certificate. And you have to achieve minimum 60 percent aggregate in 12 th.

Yes any one who passed 12th board from any recognized board from any steam can apply for designing course for graduation . Candidate should qualify the minimum elligiblity criteria for the respective entrance . Minimum 50% marks is required for this course .
