Except for Jammu and Kashmir and West Bengal, you are eligible to apply under All Imdia Quota of all other States. This is because Jammu and Kashmir doesnt participate in All India Counselling. As you already have State domicile of West  Bengal, you are eligible for their 85% State Quota.
