Usually people face this problem In portal based registration sites. Make sure to go through the guidelines. There will be a specific size limit for the files to be uploaded (for example not more than 0.2 MB etc). And sometimes you have to upload a specific type of file only (mostly jpeg or pdf).

Make to sure to convert the file accordingly in a website or an app and re-upload.
