Yes you can cancel the college you got in second round counselling but college you got in the first counselling is gone you cannot get the college you got in the first counselling because you applied to for the second college you will not able to get the seat that you got in the first counselling. There is no option for holding seat in TS EAMCET counselling so when you applied for the second counselling you lost the seat you got in the first counselling.
