I attended my PE practical and provided a medical certificate as I was injured. I was sitting the whole time and Viva also didn't go as expected. One student disclosed that we were not regular and were dummy students. After that the Examiner seemed kind of Angry. Can I even expect get above 25?

Dear student!
Don't worry about the marks. Frankly speaking, your teacher has a good role to play in your practical examinations. If you gave a medical certificate, you have a valid proof of not doing the practical. Viva are never easy, so you can't expect them to go good. And the examiner cannot cut marks without valid reason. So, you may get good marks.
