You can get admission in states other than your domicile, in government of colleges other states only by all India quota. I would suggest you to first of all , look for best colleges available in all those states which you have mentioned,for example Delhi has MAMC, UP has KGMC . And then based on your score, check which college you can get admission in, do your complete research and go for it.
