the answer to query is YES!, it is mainly due to unavialbility of jobs in many companies while some remain jobless because they tend to back out of the companies mainly due to the less package been offered and therefore furthur prepare for any XYZ exams or pursue any higher degree. 

Assuming 5-10 is referred as LPA, then yes engineers do get higher package irrespective of the institute but the intensity to get a job of this package is relatively less.
