Yes, you can change college after 1st year in engineering. You will have to contact to the college where you want to take admission and provide them the documents they ask for. The procedure to change college differ in every colleges but you will have to provide some basic documents everywhere when you apply for admission in new college.

2) Migration certificate with college stamp on it.
