I can change my engg college in 2nd year? what conditions?

It depends on your college and policy of college whether they will allow you to change the college. It varies from college to college. Some colleges allow you to change in case of emergency and they take some amount as fine. You should contact to your college regarding the issue if you really want to change it. Good Luck!!
