First of all I would like to tell you that for All India Quota Counseling anyone who has qualified the NEET UG Examination is eligible.

------- Also it doesn't matter from which state you are, you can get Medical and Dental Colleges in any state of your choice  through All India Quota, AIQ Counseling provided you fulfil the cut off criteria of that college.

----- And yes you can provide your OBC -NCL certificate during the AIQ Counseling if it is signed by competent authority.
