basically it depends mainly on from where you give your entrance exams. For example if you give the entrance test from J&K then you WILL be eligible for state reservation quota only upto JEE MAINS level. Whereas for advance it's only All India open. 

Apart from that if you tend to apply for the state engineering exams , one needs to show that they are the early descendents of that particular state and in your case its seems difficult.
