GPAT is a national level entrance examination for admission into M.Pharmacy.  PG-NEET is only for those who qualified basic medical degree (MBBS) or equivalent

As far as your question is concerned,No you are not eligible to apply for NEET PG after B- Pharmacy. To be eligible for NEET PG, a candidate need to have a MBBS degree from a MCC recognised university or college.
