You should try writing to your college authorities if the guidelines of your PGCET admssion says to get actual certificates. They should either provide you with a written document stating any form of reasonable delay being caused in granting the provisional certificates which you could show, if till the date of document verification you don't get the certificates. Don't worry try communicating problem to both the authorities, you'll definitely find a way out.
