Yes you can surely attempt 2019 CAT.
However we recommend also to appear for CAT 2018 so you will get good feel an d knowhow of exam pattern.

Hello Bunty ,

I would like to tell you that you can obviously appear for the exam in 2019. But, your profile will be rejected as you don't have anything to explain your gap years. But if you have work experience in these years , it would help you a lot. So, a better idea would be to prepare for the exam along with a job.
