look , the order should be prepared based on various metrics which includes:

1) your preferable states: you should first figure out the states from where you wish to pursue the course and then arrange colleges from those states in your order.

2) colleges which closed near to your rank : filling colleges which closed at higher ranks will be distracton . you should give priorities to those colleges which you think you have a chance to get in.
