dear aspirant,kudos for clearing NEET examination.Now coming to your question,Mop up round is the offline process of seat allotment by respective state authorities against reverted seats from All India quota.According to the norms released by Supreme court all NEET qualified students can attain mopup round of counselling in any state irrespective of their domicile against vacate seat reverted to states through 15 percent quota.
Dates may vary state wise as well but it will start from 3rd august as per latest news.

Yes you can apply for mop up round if no seat was alloted in 1st and 2nd round of councelling.
